PGP encrypted messages require a public key and a private key (for
encryption and decryption, respectivly.)  Everyone on the list would need
the public and private keypair to send and receive any messages at all.
Aside from the difficulty of getting the private key to everyone on the
list (which would require broadcasting the pair to everyone on the list), 
anyone monitoring will snag the pair when this is done and continue
monitoring as if nothing had changed.  Encryption works best among small
groups of people, ideally pairs.

To do so, everyone would need the keypair, though.  If anyone on the 'list
can get it, so can the feds.  Then what would have changed?
