my 2c:

step 1: detect presence of carnivore box on ISP network
step 2: penetrate carnivore box
step 3: corrupt and disable carnivore box

 ** OR **

step 3: insert trojan/backdoor/sniffer on carnivore box

 ** preparation:  prepare trojan.  This must be capable of, at a 
minimum, unobtrusively transmitting critical info back onto the 
internet.  Optional components to reconfigure or upgrade the trojan, 
or reconfigure the host carnivore box, from the internet.
