SEPA suspends 30 projects, including Xiluodu Dam and Three Gorges expansion

State Environmental Protection Administration (SEPA) announced that 30
projects including Xiluodu hydropower station (on downstream Jinsha River,
12,600 MW) and underground power stations of Three Gorges dam (4,200 MW)
violated the EIA law and were suspended. This is the first time the
EIA law has been
applied to on-going construction projects.

Information on Xiluodu Dam

Location: Jinsha River, between Sichuan and Yunnan province

Project description: This project is being promoted to generate 12,600-MW of
electricity. The reservoir volume would be about 12.9 billion cubic meters.
The project cost would be 60.3 billion yuan (US$7.3 billion). The dam height
is 278 m. It is supposed to share the sediment so as to alleviate the
sedimentation at Three Gorges dam. Nearly 60,000 people have to be resettled.
So far several hundreds of people in Yunnan side have been resettled.

Status: Three Gorges Project Development Corporation funded and completed
project feasibility studies and EIA. These studies have been submitted to
the Central government and waiting for final approval.

Ownership structure/Financing: The project is being developed by the Three
Gorges Project Development Corporation.

Social/environmental impacts: Those affected by the project depend on
farming and river navigation for their livelihoods. Social and environmental
impacts include population resettlement and water pollution.
