why so little response to Hacktivism List Proposal 2.0

I've only seen 4 responses (including my own) to the proposal.
Is it really true there are about 500 people on this list?
Yet only 4 responses? Hmmmm...
I wonder what that means.

Maybe the comment period should be extended and list moderator group ought
to encourage more response.
Or something.
