I'd agree with that.
Well since CCDs are solid state electronic devices and are intimately connected with ICs, a good solid microwave pulse ought to knock them out , at least temporarily.

It is not unreasonably difficult to build such a directional microwave transmitter, there is plenty of info about it on the web, but it would not be a very easily concealed piece of apparatus I can tell you. You'd do well to get an understanding of a fair amount of EM theory and safety beforehand to. Don't cook yourself!
