conversation goes from the phone, to the sattellite,
through the system, and out to another phone. To keep
all the various phone signals from getting mixed up,
each phone has a special, individual signal that it
sends as part of it's data stream, to keep it from
getting mixed up with another transmission. Is this
right?"

Pretty much.

"On the assumption that it is, my theory is that cell
phones are the ultimate tracking device, in that when
someone buys a cell phone, a special sequence is
assigned to them which will isolate their
transmissions. This sequence is recorded with their
vital information in the phone companies records,
right? Now each time that signal goes out, it means
that person is using their phone, right? So it would
feasibly be possible for the government to subpoena
that record, and identify every cell phone owning
individual in the world, in the name of national
security, right?"

Yes, mobile phones can be used to triangulate the
positions of their owners.

"With that record, they now have the ability to
pinpoint, within an inch, the location of the brain of
every cell phone owner in the world! We already know
that cell phones cause brain cancer because of their
frequency emmissions, so wouldn't it be pretty easy to
send a few extremely high frequency pulses to someones
phone while they were using it? Strong enough pulses
to quite literaly fry their brains?"

Sorry mate, you've gone off the plot here. It is
possible to modify a mobile phone to cause it to emit
stonger microwave pulses which will have serious
health implications for the user, but the signal sent
TO the phone could not be used to do this. You see,
the signal sent to a mobile is not really aimed
directly at the phone, it is broadcast over an area
and as such could not be accurately focused on a
person.

P.S. Next time you see someone using one of those
hands free kits, laugh at them. Not just because they
appear to be talking to themselves, but because the
wire from the phone to their earphone is directly
channeling harmfull radiation along its length into
the wearers ear. Resulting in several times more
radiation than using the phone normally.
