The number of results Google produces for the term "Echelon" jumped dramatically overnight, from 91,700 on Wednesday 26/7/2000 to 181,000 on Thursday 27/7/2000. The fact that this is almost exactly twice as much as the day before and that the number is so "clean" might suggest that Google simply modified their method of producing results. 
However, it could also have something to do with this article written by Duncan Campbell, which was published by Germany's telepolis magazine on the 25/7/2000: http://www.heise.de/tp/english/inhalt/te/6929/1.html . It immediately appeared on slashdot and we all know what that means for a story...

Results for "Echelon+signal+interception" went from 558 on Wednesday to 615 on Thursday.
