Europe to Boost Security of Oil and Gas Supply
http://ens-news.com/ens/sep2002/2002-09-11-01.asp
"Cooperation must take place with the producer countries and the transit
countries with regard to the storage of oil and gas. "In this connection,
the
dialogue between the EU and Russia is the first model of its kind," de
Palacio said.
According to the International Energy Agency, Russia represents nearly 40

the
European Union.

could help to diversify the global energy supply by creating a global
strategic petroleum reserve filled with oil from Russia and other Caspian
Basin nations.
"Such a move would mitigate U.S. and European dependence on Middle East oil
and help to stabilize world oil prices," according to David Goldwyn,
president of Goldwyn International Strategies, an international consulting
firm, and an International Policy Scholar at the EastWest Institute. He was
a
U.S. Assistant Secretary of Energy for International Affairs under
President
Bill Clinton."

The good news is that scientists at our national energy labs believe the
Geiger counter could be improved to detect nuclear devices 40 to 50 feet
away. This super-Geiger counter should be installed on every crane that
loads
or unloads a container of cargo bound for the United States, and above
every
toll booth that trucks pass under at the Mexican and Canadian borders.
Senator John Warner and I have introduced legislation to develop and
eventually install such devices. We are attempting to add it to the
homeland
security legislation now being debated by the Sena
